Tarvin said the new bonds could be issued for a four-year repayment schedule and can be repaid without increasing the overall tax rate of the district, as the district retired other bonding obligations over the same period. A $6,444 bid from Southern Illinois baseball field was accepted by the board.

A $6,649 grant to be matched by Logan was received from the Department of Energy. The grant will allow a review of the campus facilities to detail possible energy conservation measures. According to a memo from Athletic Director John Sala, other members of the conference offer aid to athletes by setting aside student work jobs, offering low-cost housing, offering merit tuition scholarships to induce athletes in their district to attend the local school and combining student activity fees, gate receipts, booster club funds, state and federal grants to provide full scholarships to athletes. Board member Jim Redden suggested avoiding direct aid to athletes but offering benefits to make the athletic programs more inviting. He suggested offering a weeklong trip to Florida to play baseball, saying it would attract athletes and call for increased resources, but would be avoiding direct aid.

Logan College Board of Trustees discussed the idea of athletic scholarships Wednesday, then appointed a committee to examine the question further. The constitution of the Southern Illinois Collge Conference, of which Logan is a member, states that no aid may be given to an athlete that is not available to any other student But, board member Don Brewer asked for a revision, saying that "other schools will upgrade their program and we'll be unable to compete." President Robert Tarvin said, "If the board is expecting the success we had last year, then I'll make recommendations to help us do that." Last year the Logan Volunteers won their conference in men's basketball.

Tarvin added that scholarships may "start raising expectations." The committee formed will meet with the athletic staff to work out recommendations to improve athletic program. In other business, the board unanimously approved the transfer of $500,000 in funds from the sale of working cash bonds. The bonds were sold in November, with $400,000 transferred from the working cash fund to the educational fund and $100,000 transferred to the building COKREOTOOR! At a John A. Logan board meeting Tuesday night, the mule was formally adopted as the new school mascot. Appropriately attired in Civil War garb, Alexander will now represent the school named after John A. Logan, a well-know Civil War general. The only objection to Alexander was by a board member who expressed disapproval of his wearing a rebel hat.

The board approved the mule and will allow the students to decide on his wardrobe. The student senate had suggested the mule be adopted as the official school mascot because it was an important factor to the armies of both the North and the South in the Civil War. The mule is a symbolic figure representative of the volunteers, both North and South who fought in the Civil War and for whom the athletic teams are named. McDonald's Corp. has asked the city to issue $1 million in industrial revenue bonds to finance the project The bonds would be issued by the city, making them tax-exempt and thus allowing McDonald's to finance the project at a lower interest rate than through conventional private financing. The company would be responsible for repaying the bonds. What role, if any, the City of Mur-physboro should play in the financing of a fast food restaurant will be discussed tonight by the city council's finance committee.

The committee will meet at 7 p.m. in the city council chambers to discuss a financing proposal for a new McDonald's restaurant at the Jackson Square Shopping Center.
