Ridgway Louie Raymond Hill MARION Louie Raymond Hill Mercedes Dawn Currey Panel hears testimony against mega-hog farms considered next year. No one spoke on behalf of the mega-livestock farms. Among the farmers, engineers and environmental activists who testified against them was John Demaree of Rushville. He said some operators have contracts to raise livestock owned by others.

But regulations should spell out who is responsible for cleaning up damage to the environment from these animals. "What kind of liability would a large-scale livestock operator have if his lagoon leaked into a creek and children playing in the creek became ill from one of the organisms contained in the livestock waste?" Demaree asked the committee. Mega-hog farmers deposit waste from the animals into lagoons. The lagoons sometimes leak, causing untold damage to the surroundings. Rep.

Donald Moffitt, R-Gilson, was one of three lawmakers who told the committee they want to address lagoons and other problems with mega-hog farms during the fall legislative session. He and Sen. George Shaddid and Rep. Ricca Slone, both Peoria Democrats, said they favor annual lagoon inspections, mandatory reporting of lagoon spills and a fund paid for by operators to ensure the cleanup of closed mega-hog By Nancy Chesley SI Springfield Bureau Rhonda Baum knows farm smells. She lives on a DeWitt County farm just a few miles from the family dairy farm where she grew up.

She has also become familiar with an offensive odor she blames on two nearby large-scale hog operations. "I know what manure smells like," Baum told a legislative advisory committee this week. "What I live next to doesn't resemble a farm. I get tired of closing the indows and taking in the clothes." She said her children often cannot play outside their 130-year-old house, which has no air conditioning. She and her husband have lived in and worked on the house for 16 years.

'Then we have no say what happens next to us," she said. As badly as Baum said the odor affects the family's quality of life, she worries about something more important the quality of the well water. She fears that runoff or leaks from the large hog operations will contaminate the drinking water. The 12 people who listened to Baum's story were picked by the chairmen of the House and Senate agriculture committees.
